Add a map

Hello,

I'm trying to add a map into my configuration. 

The map is referred with:
https://gis.arso.gov.si/arcgis/rest/serv...lities.xml

and the resourceURL of the tile server seems:
https://gis.arso.gov.si/arcgis/rest/serv...leCol}.jpg

The map is available in JOSM and listed in the OSM wiki

I've tried to insert the URL into mapservers.xml but I'm sure I'm not using the correct syntax.
Can anyone help me? Is there some documentation I can read?
